Lynn City Initiatives
The role in the city of Lynn is to coordinate services of Lynn Special Needs, Lynn PACT, and the HOPWA Program. Lynn Housing Authority & Neighborhood Development seves as the lead agency for the consolidated plan, 10-year plan, and HOPWA Funds. The City will continue and expand its efforts to reduce chronic homelessness; provide a continuum of care including emergency shelters, transitional housing, and needed supportive services leading to permanent, quality housing for homeless individuals and families with children; and, to address the diverse needs of Lynn's special needs populations.

This strategy will build on Lynn's well-developed, coordinated homeless assistance system for the City's homeless. Through it's Continuum of Care (CoC) system, the Lynn PACT (People Acting as a Collaborative Team) addresses the specific needs of the homeless subpopulations, including persons with substance abuse issues, veterans, persons with HIV/AIDS, the chronic homeless and others. The Continuum of Care collaborative has successfully assisted hundreds of homeless individuals and families in obtaining services and housing.

Lynn PACT

Lynn PACT is a group of over twenty-five (25) agencies operating in the city of Lynn that have been working together for over ten years to develop an effective Continuum of Care strategy to benefit the city's homeless population. Lynn PACT has already received funding to support Shelter Plus Care, SRO Mod Rehab and Supportive Housing Program grants during past McKinney funding rounds. The successful work of Lynn PACT has earned the support of Lynn's mayor as well as other city and state officials.
