The Lynn Housing Authority & Neighborhood Development’s Rental Assistance
Department manages approximately 3000 units of rental assistance through
various subsidized programs located at 174 South Common Street. There are
approximately 15 employees working within the Rental Assistance department.
These programs help low-income families rent safe and decent housing in the
private market.
The LHAND is mandated by the U.S. Department of Housing and Urban Development
(HUD) to undergo a Section 8 Management Assessment (SEMAP). SEMAP reviews are
conducted periodically to assure monies granted are used efficiently in
carrying out laws mandated by Congress.
As a result of LHAND’s SEMAP assessment for fiscal year 2005, the Rental
Assistance department has been designated by HUD as a High Performer. High
Performer status is only granted to Housing Authorities that score above 90%.
Section 8 Housing Choice Voucher Program
As a result of changes to federal housing law in October of 1999, there will be
one Section 8 Rental Assistance Program entitled the Section 8 Housing Choice
Voucher Program. The two separate Section 8 Rental Assistance Programs known as
the Certificate Program and the Voucher Program no longer exist.
The Section 8 Housing Choice Voucher Program increases affordable housing
choices for very low-income households by helping families pay a portion of
their rent in privately owned housing.

Massachusetts Rental Voucher Program
The Massachusetts Rental Voucher Program (MRVP), formerly known as the Chapter
707 program, helps low-income families and individuals by offering both tenant
and project-based rental subsidies. The tenant-based voucher is assigned to the
tenant and is valid for any housing unit that meets the standard of the state
sanitary code. Project-based vouchers are assigned to a specific housing unit
or development. The owner rents these units to a program eligible tenant.
Project-based tenants who move forfeit the subsidy.

Alternative Housing Voucher Program
Established in 1995, the Alternative Housing Voucher Program (AHVP) provides
rental vouchers to disabled applicants who are not elderly and who have been
determined eligible for Chapter 667 (elderly and disabled) housing.
