Since 1948 the Lynn Housing Authority & Neighborhood Development (LHAND) has had a mission of assisting low and moderate-income families and individuals with safe,and affordable housing.

Our emphasis is on fostering economic independence and providing homeownership opportunities. The agency has continually changed and

since 1998 the LHAND has grown to include neighborhood services and administers programs on behalf of the office of Mayor Judith Flanagan Kennedy and the City of Lynn Massachusetts.

The LHAND continues to be committed to enhancing the quality of our community and building stronger, healthier neighborhoods by providing a wide range of neighborhood services and funding a variety of grant and loan programs that address the needs of renters, owners, homebuyers, and nonprofit housing providers.
2017 LHAND Scholarship Application

Since its inception in 1999, the LHAND Scholarship Program has been providing scholarships to local high school seniors. The scholarship is open to all high school seniors who live in Lynn and to past or present participants in any LHAND housing program. There is a special category in honor of former Chairperson of the LHAND Board and longtime Lynn educator, Patricia Barton. This category recognizes a high school senior who has been accepted into the Education field for the fall. The recipients are chosen based on outstanding leadership, pride in their community and willingness to lend a helping hand.

LHAND invites sealed bids from Contractors for the Video Surveillance Installation project at the Caggiano Plaza 667-4 and McGee House 667-5 Developments for the Lynn Housing Authority & Neighborhood Development in Lynn Massachusetts, in accordance with the documents prepared by Nangle Engineering Inc. Housing Market Study
LHAND has commissioned RKG Associates to produce a study on the state of housing in Lynn.  The completed study includes suggestions from RKG on ways for the City to move forward.  Below please find the Housing Market Study broken into sections.

Request For Rent Rolls
The Lynn Housing Authority and Neighborhood Development (LHAND) is requesting rent rolls of market rate units for its ongoing Rent Comparability Survey.  Please see the flyer below for additional information.
Lynn Continuum of Care Documentation

HUD has announced the FY16 Continuum of Care NOFA competition. Applications are due to the Lynn CoC no later than August 12, 2016. The full application is due no later than September 14, 2016. Approximate annual total budget is $25,000
